The Ministry of Economy of Montenegro published the public invitation for awarding the long-term lease of the state-owned land on the Brajići location, on the territories of Budva and Bar (the Invitation), for the purposes of design, construction, use and maintenance of the wind power plant of the minimal installed capacity of 70 MW (the WPP) on 12 August 2019 (the Tender). Wind measurement on this location was performed by Vjetroelektana Budva d.o.o., a subsidiary of WPD Europe GmbH, on two occasions: from 2013-2015 and 2016-2017.
Tender Conditions
The land of 13,791,606 m² total surface will be leased for the period of 30 years, with the minimal rent of 0,05 €/m² (adjusted on the basis of the annual inflation rate).
Requirements for the Participants
The Invitation sets several requirements for the participants – all legal entities and physical persons, either Montenegrin or foreign, including consortia, are eligible for the Tender, provided that they have:
- experience in realization of the projects of construction of wind power plants of the cumulative installed capacity of at least 500 MW;
- experience in realization of the project of construction of at least one wind power plant of the installed capacity of at least 50 MW; and
- annual gross income higher than EUR 100 million for the years 2016, 2017 and 2018.
Additionally, each participant submitting the bid is obliged to submit the first demand bank guarantee without protest for the amount of EUR 100,000, valid at least until 31 January 2020.
Criteria for Evaluation of the Bids
The criteria for evaluation of the bids for the Tender is the following:

Tender Documentation and Submission of the Bid
The Tender documentation is available to any interested participants after paying the fee in the amount of EUR 5,000. The bids for the Tender can be submitted by 11 October 2019 12:00 CET.
